ISLAMABAD: The Federal Minister for Kashmir Affairs, Mr. Qamar Zaman Kaira, Chairman Kashmir Affairs and Northern Areas, presided over the meeting of the Northern Areas Executive Development Committee (NAEDC) on Friday. During the meeting, approval to the Northern Areas Annual Development Plan was accorded. It was agreed that throw forward of development schemes should be gradually reduced as a move toward good governance. Keeping in view this principle, throw forward has been planned to be reduced by Rs. 2 Billion in FY08-09.
It was also decided that the ratio of ongoing funding of schemes vis-à-vis new schemes would be maintained at the ratio of 80:20 with 80 % for ongoing and 20% for new schemes. Special allocations for depressed areas were approved and overall size of Northern Areas Annual Development Plan was pitched at Rs. 5.4 Billon.
Mr. Kaira instructed that full utilization of resources be ensured and quality of development works be improved by bringing about systemic changes. Mr. Qamar Zaman Kaira emphasized that current budget needs of development schemes should be built in at the time of scheme approval and financing of the same be ensured to provide prompt service delivery to the general public.
The main areas of focus in the A.D.P. were energy, communications, transport, education and health with adequate allocation for other sectors as well. The meeting was also attended by Secretaries and Advisors from NAs including Chief Executive NAs Mir. Ghazanfar Ali Khan, Secretary Kashmir Affairs and Northern Areas, Mr. Salman Siddique and Chief Secretary NAs Mr. Babur Yaqub Fateh Muhammad.-SANA
