ISLAMABAD: Senate Committee on Information and Broadcasting Wednesday described the appointment of Mubasher Lucman as Advisor on PTV affairs, as misuse of authority. The Committee chaired by its Convener Senator Nilofar Bakhtiar considered the issue of appointment of Mubasher Lucman’s appointment in the Ministry of Information and Broadcasting and noted that the appointment seemed to be made in haste and proper procedure was not adhered to, said a Senate Secretariat press release.
The Senate body decided to summon the representatives of the Establishment and Cabinet Divisions in its next meeting to seek their views on the matter. The Committee noted with satisfaction that Mubasher Lucman had resigned the post gracefully.
In reply to a question, the Committee was informed that PTV was not consulted in appointing Lucman as Advisor and that the appointment was made despite PTV opposition to it. The then Information Secretary too opposed the idea of making appointment at such a later stage but he was made to move a summary in this regard.
The Committee was further informed that PTV was also directed to include the Advisor in its Board of Directors but PTV refused to oblige as it was beyond the scope of PTV to include any one in the Board of Directors. The Committee underlined the need for streamlining the procedure for making such appointments so that such things do not happen again.
There was a general consensus that the government has the right to make appointments but the procedure should be strictly followed. The Committee strongly condemned the treatment meted out to Dr. Arbab Ghulam Rahim, former Chief Minister of Sindh in the Sindh Assembly and Sher Afgan Khan Niazi, former Minister for Parliamentary Affairs in Lahore and observed that such incidents bring bad name to the country and should not happen again.
The meeting was attended by Senators Muhammad Enver Baig, Dr. Javed Leghari, Ms Saadia Abbasi, Naseer Mengal and Tariq Azeem Khan. Acting Secretary Ministry of Information Fazal-ur-Rehman Malik, DG-IP Syed Fayyaz Hussain, MD-PTV Yousaf Baig Mirza and senior officers of the Ministry of Information and Broadcasting and PTV were also present.-SANA
