National Assembly passes 19th Amendment Bill

Islamabad: The National Assembly has passed 19th Constitutional Amendment Bill aiming at bringing changes in the procedure of appointment of judges in the superior judiciary. 258 members voted in favor of the amendment while one member opposed the Bill.

The 19th constitutional amendment has been passed keeping in view the verdict of the Supreme Court regarding appointment of judges in the superior courts and essential amendments have been made in the light of this judgment. Under this amendment, number of senior judges as member of the Judicial Commission has been raised from two to four.

It has also been proposed in the amendment to authorize the Commission for suggesting the names of ad hoc judges for appointment in the superior courts instead of Chief Justice of the Supreme Court. It has been proposed in the Bill that in case of dissolution of National Assembly, the members of the parliamentary committee will consist of the members from the Senate only.

Speaking on the occasion Mian Raza Rabbani termed the amendment as a landmark achievement in the constitutional history of Pakistan and hoped it will go a long way in strengthening all State institutions including judiciary. The 19th constitutional (amendment) Bill passed by the National Assembly today will go to the Senate for discussion and its approval and later on to the President for his ascent. Like National Assembly it is binding to have two third majority in the upper House also to pass the constitutional (amendment) Bill.

Prime Minister Syed Yousuf Raza Gilani while describing the passage of 19th constitutional amendment as a landmark step has that today the parliament and the political leadership has shown their political sagacity.

Speaking in the National Assembly after passage of the Bill he said the parliament has dispelled the impression that there is any confrontation between State institutions. He expressed the confidence that this Bill will go a long way in strengthening State institutions and ensure streamlining of their functions in their given limits.

He congratulated the whole nation for passage of 19th amendment Bill and said there will be no clash of institutions in future and the credit goes to the current parliament which has removed all amendments made by the dictators for their own designs. He said this amendment will definitely lead to strengthening of all State institutions particularly the judiciary.

Other members from various parliamentary parties also congratulated the nation on the passage of the amendment Bill. They also appreciated Supreme Court for its role to strengthen the State institutions by its verdict in the 18th amendment case.
