Supreme Court issues notice to Chairman CDA & Hamid Yar Harraj in land allotment case
Islamabad: The Hon’ble Chief Justice of Pakistan Mr. Justice Iftikhar Muhammad Chaudhry has issued a notice to Chairman CDA Mr. Imtiaz Inayat Elahi & Hamid Yar Harraj for violation of rules in Islamabad. Chief Justice took notice on a report telecasted by the SAMMA TV Channel on 9.12.2010 stating that CDA has allotted 3 acres 2 kanals and 10 marlas plot for a School in the Diplomatic Enclave to Mr. Hamid Yar Harraj; in Islamabad. The Master Plan of Islamabad has been altered without approval of the Cabinet due to which 37 kanals plot has been changed into 19 kanals plot.
Thereafter, 19 kanals land worth billions of rupees has been allotted to Mr. Hamid Yar Harraj for cost of just rupees 7 corers, 16 lacs 32 thousands whereas 18 kanals land was given for school in the name of green belt. He could not construct the school within the prescribed limit of 30 months time. Besides, the advertisement given by the CDA was just for the owners of the private schools situated in Islamabad and owners of the private schools of other places were not eligible for it.
The diplomatic enclave was not included in the advertisement, either. However, Mr. Hamid Yar Harraj obtained the plot in the name of his relative who runs a private school at Multan. It was also alleged that initially a list of allotment was completed and thereafter, Mr. Hamid Yar Harraj, using his influence got the said plot allotted in the name of his relative in violation of rules/procedures. It was further stated that Mr. Hamid Yar Harraj is the Member of Parliamentary Accountability Committee and also Chairman of ERRA. However, the said plot was allotted to him against the rules/policy in December 2007 when he was working as Minister for State.
Taking the notice the HCJP passed the following orders:- “Issued notice to Chairman, CDA, to appear alongwith record of the case and explain as to how above plot has been allotted to Hamid Yar Harraj against a meager amount. Notice also be issued to Hamid Yar Harraj, put up on 13.12.2010.â€
