I leave upon you to decide whether he is Alien(i saw many characters in Star Track in this get up) some Actor who disguised himself to attract the attention and for getting more alms or he might have born this way, or may be it is psychical disorder..

Looks natural like a disease, unfortunate I wonder if plastic surgery can do anything to help. But would probably be expensive.
